Arbeitsmarkt- und Kostenaspekte zur Vorruhestandsregelung : Datenmaterial und Modellrechnungen

"Der Bericht liefert aktuelle Materialien zu dem am 1. Mai 1984 in Kraft getretenen "Gesetz zur Erleichterung des Übergangs vom Arbeitsleben in den Ruhestand". Er zeigt - nach einer Darstellung der gesetzlichen Grundlagen - quantitative Aspekte zur möglichen Arbeitsmarkt- und Kostenwirkung der Vorruhestandsregelung auf. Sämtliche IAB-Berechungen zu den quantitativen Auswirkungen der Vorruhestandsregelung auf den Arbeitsmarkt basieren auf den Ergebnissen der Beschäftigtenstatistik und beziehen sich auf die Gesamtheit der sozialversicherungspflichtig beschäftigten Arbeitnehmer (Arbeiter und Angestellte) in Wirtschaft und öffentlichen Dienst. Bei Wahrnehmungen der Vorruhestandsregelung (Annahme: die Hälfte der 58- und 59jährigen und zwei Drittel der 60- bis 62jährigen Arbeitnehmer machen davon Gebrauch) könnte nach den hier vorgeführten Modellrechnungen die maximale Zahl der Vorrentner von rd. 400 000 im Jahr 1984 auf etwa 610 000 im Jahr 1988 ansteigen. Der Bestand an Beschäftigten derselben Altersgruppe wäre dann im Jahr 1984 um rd. 400 000 niedriger als ohne das Vorruhestandsangebot. Dieser Vorruhestandseffekt würde in den Folgejahren mehr oder weniger konstant bleiben. Eine Entlastung der Zahl registrierter Arbeitsloser um durchschnittlich 173 000 in den einzelnen Jahren von 1984 bis 1988 errechnet sich unter der Annahme, daß die Hälfte der freiwerdenden Arbeitsplätze wieder besetzt wird, davon zwei Drittel mit gemeldeten Arbeitslosen und ein Drittel aus der Stillen Reserve. Zur möglichen Kostenwirkung der Vorruhestandsregelung werden sechs unterschiedliche Berechnungen (der Bundesregierung, des Ifo-Instituts, von Schellhaaß und Weis, von Schmähl und Conradi, von Helberger, des Deutschen Instituts für Wirtschaftsforschung) vorgestellt, die im allgemeinen sowohl die Belastung der Arbeitgeber, der Sozialversicherung und des Staates als auch die Einkommensentwicklung der Vorrentner quantifizieren. Vom DIW wurden darüber hinaus die gesamtwirtschaftlichen Auswirkungen der Vorruhestandsregelung unter dem Einfluß unterschiedlicher tarifvertraglicher Vereinbarungen dargestellt." “Vivere in tempo di guerra”

L’articolo narra l’esperienza vissuta da un brigatista austriaco unitosi ai rifugiati spagnoli in quei drammatici momenti antecedenti lo sbarco alleato, nell’estate del 1944. Nel luglio dello stesso anno, dopo l’attentato ad Adolf Hitler, tutti avevano sperato, invano, in una rapida conclusione della guerra. In agosto la Wehrmacht aveva già lasciato spazio alle truppe d’invasione alleate, mentre l’amministrazione della vita civile rimaneva ancora in mano agli occupanti tedeschi. Nel frattempo i ‘Maquis’ iniziavano ad uscire dai loro nascondigli.L’autore, che a quei tempi viveva con una famiglia di rifugiati spagnoli, ricorda in questo testo gli ultimi giorni delle SS e i primi della Liberazione, un evento che diede purtroppo il via a una serie di effetti secondari: da chi cercava di approfittarsi della situazione di confusione assumendo il controllo dei ruoli di potere, a chi perpetuava atti di vendetta e abusi, talora anche nei confronti di innocenti. L’autore ricorda come gli spagnoli della regione si riunirono per intraprendere il ritorno verso una patria, la Spagna repubblicana, che in quel momento sentivano ancora viva, e che credevano possibile recuperare. Gerhard Hoffmann, costantemente combattuto tra le sue due patrie, si vide obbligato a separarsi dagli spagnoli in attesa della liberazione dell’Austria, la sua terra.The article recounts the experience of an Austrian brigader who joined the Spanish refugees in those dramatic moments before the Allied landings in the summer of 1944. In July of that year, after the assassination of Adolf Hitler, everyone had hoped in vain in a rapid conclusion of the war. In August, the Wehrmacht had already given way to the troops of the Allied invasion, while the administration of civil life still remained in the hands of the German occupiers. Meanwhile the ‘Maquis’ began to emerge from their hiding places.The author, who at the time lived with a family of Spanish refugees, recalls in this text the last days of the SS and the first of Liberation, an event that unfortunately gave way to a series of effects: from those who sought to take advantage of confusing situation by taking control of positions of power, to those who perpetuated acts of revenge and abuse, sometimes even against the innocent. The author recalls how the Spaniards in the region came together to undertake the return to a homeland, the Republican Spain, which at that time they still felt alive, and which they believed was possible to recover. Orient und Okzident - von einer Symbiose zum Kampf der Kulturen?: sozio-kulturelle Wahrnehmungen und Deutungen

Sozio-kulturelle Beziehungen zwischen Orient und Okzident haben über die Jahrhunderte vielfältige Interpretationen erfahren. Ideologische Stereotype stehen dabei neben als naturgegeben wahrgenommenen Polaritäten, fiktive Szenarien treffen auf sachliche oder romantisierende Vergleiche von Kulturräumen und Volkscharakteren. Terminologisch sind es von den vier Himmelsrichtungen der Osten und der Westen, die historisch das ambivalente Begriffspaar Orient und Okzident geprägt haben. In vielen europäischen Sprachen haben Orient und Okzident lateinische Wurzeln. Auf die Sonne bezogen, hieß oriens »aufgehend«, occidens »untergehend«, ursprünglich östlich und westlich von Rom. Andere Sprachen setzen Orient und Okzident mit Osten und Westen gleich, so im Russischen vostok und zapad oder im Arabischen al-sharq und al-gharb. Dabei wird aus geographischer Sicht der Osten oft stärker unterteilt als der Westen, im Deutschen als Naher, Mittlerer und Ferner Osten, im Englischen Near, Middle und Far East, im Russischen Blizhnyj, Srednyj und Dalnyj Vostok. Seit dem 16. Jahrhundert ist im Deutschen für Orient und Okzident synonym Morgenland und Abendland anzutreffen. Andere Sprachen kennen diese Begriffe nicht, sie werden dort meist unter Osten/Orient und Westen/Okzi dent subsumiert

ReConNet: A Tool for Modeling and Simulating with Reconfigurable Place/Transition Nets

In this contribution we present a tool for modeling and simulation with reconfigurable Petri nets. Taking the idea of algebraic graph transformations to marked Petri nets we obtain Petri nets whose net structure can be changed dynamically. The rule-based change of the net structure enables the adequate modeling of complex, dynamic structures as for example of  the scenarios of the Living Place Hamburg. The tool \reconnet \ uses decorated  place/transition nets that are extended by various annotations. Especially, they  have transition labels that may change when the transition fires. The  transformation approach is based on the well-known algebraic transformation approach, but here we use a variant, namely the cospan approach, that inverts the relation between  left- and right-hand sides and interface in the  rules
